This is Friction of DP7 (Displaced Paranormals) from Jim Shooter's New Universe. The series was writen by Mark Gruenwald (known for his Captain America work) and artist Paul Ryan (known for his Fantastic Four work...mainly for putting Sue Richards in THAT costume).
